Roundtable on Building ASEAN Public Capabilities for the Future (6 November 2020) -

The programme is organized by Singapore Public Service Division and delivered by Ms Low Peck Kem Chief, HR Officer. Public Service Division is the central people agency of the Singapore Public Service and develops people strategies for Ministries, Public Agencies and the HR community.

The objectives of the programme are;

  • To build a community of PSTI senior officials who are responsible for learning and development of public officials
  • To promote the exchange of good practices and lessons in building capabilities for the public service
  • To strengthen the learning and development competencies of PSTI professional

Training and Development in The Age of COVID-19 For ASEAN PSTI Members, Virtual Programme (23-24 July 2020)

The programme was held for 2 days from 23 until 24 July 2020 via Online using Zoom. It was organized by Civil Service College International Singapore (CSC). Target participant was head of department and only 2 person from ASEAN Member State.

The programme was organized by ITD World and been delivered by Dr Mario Del Castillo, the Senior Consultant of ITD World. It was held on 7,11,14 & 18 May 2020 for 4 days only.

Training Room 3.1 - 3.2, Civil Service Institute (2-6 March 2020)

Assessor Certification Workshop was held for 5 days at Institut Perkhidmatan Awam (IPA) / Civil Institute Service (CSI) from 2nd until 6th March 2020. Fifteen Officer from IPA has participate the workshop.

On completion of the programme, participants will be able to;

  • Develop an in-depth understanding of assessment center types, methodology, tools and techniques.
  • Build capability for competency based assessments and evaluation.
  • Develop capability in observing individual performance in simulated situations and translate related behaviors.
  • Build capability to make accurate and informed assessments.

​An-Najah Hall, Civil Service Institute (30 January 2020)- 

 50 recipints received their certificate after completing three days Leadership Bootcamp Program at Civil Service Institute on 30th January 2020.Certificate presented by Acting Director, Dr Hajah Dayang Suzana Binti Haji Awang Adenan. The Bootcamp was held for 3 days starting from 28th till 30th January 2020. The Bootcamp was aimed for Division II (B3 & B2) & Div III (C3).

The Program themed "Leader's Role towards 4IR Execution" was aim to equip the participants in:

The Fourth Industrial Revolution (4IR) presents another moment of change in the global business ground and is dynamically influencing different organisations and their strategic positioning. It represents a unique challenge to the world's businesses and their leaders, many of whom are struggling to come to terms with the result of their own successes.

Today, many are still reluctant to invest in technologies outside their area of expertise citing lack of understanding, desire to change leadership vision and protocols as well as current financial and operational demands. However an increased sense of urgency is needed to harness the positive outcomes and impact that the 4IR could bring towards the organisations and society. 

It is crucial for leaders to understand and redefine their roles and responsibility in executing 4IR and navigating changes of the business processes. Leaders need to overcome the challenges by developing their skills through these digital age and aligning strategy to new leadership paradigm to become even more relevant and impactful with the new dynamics business processes.

Majlis Mesyuarat Negara (MMN) (9 Mac 2020)- 

Istiadat Pembukaan Rasmi Mesyuarat Pertama Dari Musim Permesyuaratan Ke-16 Majlis Mesyuarat Negara (MMN) yang dilangsungkan pada Isnin, 14 Rejab 1441 bersamaan dengan 9 Mac 2020 bertempat di Dewan Persidangan MMN, Jalan Dewan Majlis.

Istiadat Pembukaan Rasmi Mesyuarat Pertama Dari Musim Permesyuaratan Ke-16 MMN akan disempurnakan oleh Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam dengan pengurniaan titah sebagai bermulanya Mesyuarat Pertama Dari Musim Permesyuaratan Ke-16 MMN.

Persidangan MMN Musim Ke-16 tersebut akan dipengerusikan oleh Yang Di-Pertua MMN, Yang Berhormat Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib dan dibantu oleh Jurutulis MMN, Yang Dimuliakan Pehin Orang Kaya Pekerma Jaya Dato Paduka Awang Haji Judin bin Haji Asar dan Timbalan Jurutulis MMN, Dayang Rose Aminah binti Haji Ismail.

Pada menjunjung titah baginda, perkara yang terus diberikan perhatian dan dijadikan fokus utama pada setiap persidangan adalah dalam membincangkan pelaksanaan strategi bagi pertumbuhan ekonomi yang mampan ke arah mempelbagaikan ekonomi negara, dalam membincangkan mengenai pengemaskinian segala dasar peraturan dan prosedur supaya lebih telus dan teratur dan di dalam kepentingan pembangunan generasi belia serta kebajikan dan kesejahteraan rakyat dan penduduk negara ini.

MMN telah ditubuhkan menurut Bab 23 dari Perlembagaan Negara Brunei 1959 dan Ahli-ahlinya dilantik menurut Bab 24. MMN telah dibubarkan pada tahun 1984 dan bersidang semula pada 25 September 2004. Penubuhan persidangan ini adalah sempena Ulang Tahun Hari Keputeraan baginda Ke-58 Tahun pada 15 Julai 2004.

Dewan Teater, Kompleks Jabatan Perdana Menteri (19 November 2019) Persidangan Perkhidmatan Awam sempena Hari Perkhidmatan Awam anjuran Institut Perkhidmatan Awam (IPA) merupakan yang julung kalinya diadakan. Persidangan berlangsung pada hari tersebut (Selasa, 19 November 2019) di Dewan Teater, Komplek Jabatan Perdana Menteri (JPM).

Persidangan berkenaan antara lain, mengongsikan beberapa langkah dan cadangan yang boleh diambil tindakan untuk memanfaatkan penggunaan teknologi sebagai sistem penting untuk pengukuhan integrity dan Inovasi Perkhidmatan Awam yang efisien dan berkesan. Persidangan ini membawa tema Pengukuhan Integriti dan Inovasi Perkhidmatan Awam Dalam Era Revolusi Industri 4.0.

Persidangan tersebut menggariskan ciri-ciri sistem tadbir urus Perkhidmatan Awam dari segi objektif, peranan dan tanggungjawab individu serta organisasi dalam meningkatkan mutu kerja yang berkesan dengan bertungkat (leverage) kepada teknologi dalam era revolusi industry 4.0 yang kian membangun. Tuesday, 27th October, Bandar Seri Begawan, The Islamic Management Seminar organised by the Civil Service Institute was held for two days with the attendance of 160 participants from various Government and Non-Government sectors. 

The objective of the seminar is to understand the concept and importance of Islamic Management Practises in the context of organisational success. It helps distinguish the solutions of ethic management problems between conventional and Islamic methods and promotes Islamic values and norms to achieve management objectives. 

The first session of the seminar opens with the discussion on “Building Dynamic Organisation through Ar Rashideen Management Approach” which was delivered by Professor Dr Sharifah Hayaati bt Syed Ismail, an associate Professor at the Department of Siasah Syari’yyah, Academy Studies, Universiti Malaya, Malaysia. 

The session continues with the discussion of Islamic Values, Ethics and Accountability for a Good Governance in an Organisation.The second speaker, Dr. Azman Bin Hussin ends the first day with the third session, discussing on how to implement the Islamic-based Management Practises and explores the challenges faced in by the organisation. Dr Azman Hussin is the Director/Chairman of eNcoral Board of Directors. In 1985 he was elected as the President of the Malaysian Islamic Study Group (MISG) USA, well verse in Arabic, a student in Islamic Knowledge and the works on tafseer, seerah and history are among his favorites.

The seminar continues on the 2nd day delivered by the third speaker, Haji Mohd Adam Mohd Said, Group Chief Executive Officer with more than 22 years of experience and management in several industries. This last session discusses on the topic of “Effective communication – the Prophetic Methods.” The two day seminar are attended by Divison 1 & 2 officers and ends on the second day with a Certificate presentation to the participants. The seminar hopefully delivers an understanding and allows them implement the Ar Rashideen Management approach in their daily organizational activities.

Pusat Persidangan Antarabangsa, Berakas (13 – 14 November 2019) – Human Resource Organisational Development (HROD) Roundtable 2019, anjuran Institut Perkhidmatan Awam (IPA) berlangsung selama  dua (2) hari mulai dari 13 hingga 14 November 2019 di Pusat Persidangan Antarabangsa, Berakas (ICC).

Acara Roundtable pada tahun ini bertemakan "Elevating the HR Function through Digital Transformation" mempunyai beberapa objektif yang mana, diantaranya adalah bagi meningkatkan kesedaran dan pengetahuan pegawai-pegawai Kerajaan mengenai Revolusi Industri Keempat di dalam organisasi dalam pencapaian visi dan matlamat strategik organisasi dan Wawasan Brunei 2035 disamping mengukuhkan dan memperkasa peranan HROD di agensi masing-masing dalam era transformasi digital. Pengetahuan yang diperolehi semasa Roundtable ini juga boleh membantu dalam menetapkan strategi dan membina kapasiti dan sumber dalam Revolusi Industri Keempat.

Empat (4) orang penceramah dari dalam dan luar negara telah diundang bagi menjayakan Roundtable tersebut. Dr. Azrinah Rahman, Associate Researcher di Centre for Strategic and Policy Studies, Dr. Diana Cheong merupakan Chief Researcher di Centre for Strategic and Policy Studies, Dr. Koh Tat Suan dijemput dari Civil Service College, Singapura dan Haji Sairul Rhymin Haji C.A. ​Pusat Persidangan Antarabangsa, Berakas (19 April 2018) – Majlis Penutup Konvensyen Kesetiausahaan dan Pembantu Pentadbir (K2P2) 2018, anjuran Institut Perkhidmatan Awam (IPA) telah diadakan pada petang tadi dengan Penyampaian Sijil kepada seramai 221 orang peserta oleh Yang Mulia, Dr Norfarizal Bin Othman, Pemangku Ketua Pengarah Pekhidmatan Awam selaku tetamu kehormat majlis. Konvensyen yang julung kali diadakan ini berlangsung selama dua hari bermula daripada 18 hingga 19 April 2018.

Konvensyen yang bertemakan ''Transformasi Minda #FirstClass'' antara yang lain bertujuan untuk merapatkan jurang kompentensi kesetiausahaan dan pentadbiran dalam era digital dan juga mengaplikasikan amalan-amalan terbaik dalam menjalankan tugas dan tanggungjawab seharian. Konvensyen ini disasarkan kepada Setiausaha Sulit, Kerani Sulit, penolong Kerani Sulit, Setiausaha, Penolong Pentadbir dan Penyelia Pejabat serta bidang tugas yang berhubungkait dengan kesetiausahaan.

Tiga orang penceramah dari dalam dan luar negara telah diundang bagi menjayakan Konvensyen tersebut. Pusat Persidangan Antarabangsa, Berakas (10 MEI 2018) Majlis Penutup Human Resource Organisational Development (HROD) 2018, anjuran Institut Perkhidmatan Awam (IPA) telah diadakan pada petang tadi dengan Penyampaian Sijil kepada seramai 176 orang peserta oleh Yang Mulia Awang Abdul Walid bin Haji Matassan, Timbalan Setiausaha Tetap (Korporat dan Pentadbiran Awam), Jabatan Perdana Menteri selaku tetamu kehormat majlis. Roundtable yang julung kali diadakan ini berlangsung selama dua hari bermula daripada 09 hingga 10 Mei 2018.

Konvensyen yang bertemakan "Repositioning HR Role in Organisational Development" mempunyai beberapa objektif yang mana, diantaranya adalah sebagai panduan dalam melaksanakan perancangan strategik dengan lebih berkesan di samping, peralihan (repositioning) peranan Sumber Tenaga Manusia (HRD) dalam pembangunan organisasi (OD) kepada yang lebih strategik dan juga, pembudayaan pembelajaran organisasi ke arah penjanaan organisasi berprestasi tinggi yang mempunyai perancangan pembangunan organisasi dan sumber manusia yang mapan, sistematik dan  menyeluruh.

Empat orang penceramah dari dalam dan luar negara telah diundang bagi menjayakan Roundtable tersebut. Profesor Amin Abdul Aziz adalah Adjunct Professor dari Institute of Policy Studies, Universiti Brunei Darussalam. Dr. Diana Cheong merupakan Senior Researcher di Centre for Strategic and Policy Studies, Dr. Perla Rizalina M.Tayko adalah konsultan yang dijemput dari Al Majaz Consultant, Malaysia dan A. Subramaniam dari SMR HR Group Consultant, Malaysia. Tajuk-tajuk yang disampaikan meliputi Organisational Development in Islamic Perspective, Current State Assessment for Organisational Development, HROD 2020 and Beyond dan Repositioning HRD Role in Organisational Development: Innovative Solution.

Roundtable ini disasarkan kepada Pegawai Kerajaan peringkat ES1 (Div I – Kumpulan 1/2/3), ES2 (Div II) dan ES3 (Div III) yang memegang tugas dan tanggungjawab dalam bidang perkembangan organisasi (OD) dan pembangunan / pengurusan sumber manusia (HRD / HRM) yang berkhidmat dengan Kerajaan dan sektor swasta.

The Civil Service Instiute (IPA) have taken another initiative in expanding their training services towards the civil servants on e-learning by the introduction of the new training hall called 'Dewan Ittisal'


'Ittisal' which translates to 'Link' is one of the contemporary training halls in Brunei Darussalam to provide service on e-conference and webinar in the form of classroom. Among the features of the hall are High-speed Internet Access, contemporary designed Seats and High Quality Definition screens for the ease in e-conference and webinar learning sessions.


One of the main objectives for the opening of 'Dewan Ittisal' is as the institute's initiative to support its corporate transformation agenda towards achieving the need to expand training grounds through 'e-learning'. This initiative is also in hopes to reduce training cost by operating Dewan Ittisal to "bring" international consultants to IPA through digital means.


The ceremony held at the civil service institute was attended by 40 guests comprising of senior officials from government sectors as well as private sectors and the opening was commenced by the guest of honor, Yang Mulia Dato Paduka Haji Abdul Wahab bin Juned, Deputy-Minister at the Prime Minister's Office.


The Director of IPA, Yang Mulia Hajah Norezan binti Haji Hambali, initiated a welcoming speech and was then preceded with the showcase of the hall's promotional video clip. The guests present also had a chance to listen to a live broadcast webminar direct from Chennai, India presented by Dato' Dr Palan, the chairman and CEO of SMR group Malaysia which presented a talk on "The Future of Learning". The event concludes with the recitation of the 'doa selamat'


The Civil Service institute hopes that with the opening of Dewan Ittisal, the institute will become one of the major lead in bringing a change in learning experience for the civil servants and public.

Regional Workshop on Public Service Motivation telah diadakan di Grand Amara Hotel, Nay Pyi Taw, Myanmar selama dua (2) hari iaitu pada 29 hingga 30 Julai 2019. Program ini dianjurkan oleh The Republic of the Union of Myanmar Union Civil Service Board. Program ini dihadiri oleh seramai serratus (100) orang pegawai perkhidmatan awam Myanmar dan dua (2) orang pegawai dari setiap negara AESEAN (Indonesia dan Singapura hanya diwakili oleh seorang pegawai). Wakil daripada Negara Brunei Darussalam adalah terdiri dari dua (2) orang Pegawai Latihan Kanan dari Institut Perkhidmatan Awam, Jabatan Perdana Menteri iaitu Awang Norazlee bin Haji Ramlee dan Awang Mohammad Norazlin bin Dato Paduka Haji Kassim.

Bengkel tersebut dirasmikan dengan ucaptama dari Tuan Yang Terutama, Mr.Win Thein, Pengerusi Union Civil Service Board (UCSB) dan diikuti oleh ucaptama daripada Mr.Peter Batchelor, Resident Representative, United Nations Development Programme (UNDP). Format atau metodologi program adalah secara taklimat, forum, kajian kes, bengkel, dan pembentangan teknikal dan panel discussion dari setiap negara. Selain itu, setiap negara juga diperlukan untuk menyediakan dan membentangkan country paper yang mengandungi perkara seperti kaedah dan best practices atau incentives untuk mengukuhkan motivasi perkhidmatan awam.

Penyampai-penyampai terdiri daripada pakar-pakar dalam dan luar negeri yang mahir yang didatangkan oleh United Nation Development Programme (UNDP) Myanmar termasuk Pro-Rektor Central Institute of Civil Service.

Objektif program adalah untuk :

a. Meningkatkan kesedaran diperingkat kebangsaan dan serantau mengenai kepentingan motivasi perkhidmatan awam dalam konteks perubahan dan pembaharuan (reform) sektor awam ;

b. Memaklumkan pembangunan dasar motivasi perkhiudmatan awam di Myanmar dan di ASEAN melalui penyelidikan antarabangsa dan analisa perbandingan (comparative analysis) ; dan

c. Menubuhkan satu landasan pertukaran dan menyebarkan lessons learned mengenai Intrinsic Motivation di kalangan negara anggota ASEAN dan diantara ASEAN dan komuniti antarabangsa sebagai salah satu Tema/ Focus Area ASEAN Resource Centre (ARC) Myanmar mengenai Public Service Motivation.

Majlis diakhiri dengan penyampaian sijil-sijil kepada semua peserta bengkel yang disampaikan oleh Tuan Yang Terutama, Mr.Saw Valentine, Ahli UCSB.

Civil Service Club, Mentiri (1 November 2018) Civil Service Institute (CSI) today presented the Certificate of Completion to 23 participants of the Civil Service Competency Framework For Administrators Workshop. The guest of honour present during the ceremony was Dr. Norfarizal Bin Othman, Acting Director-General of Public Service who presented the certificates to the workshop participants.

The workshop, delivered from 29th October – 1st November 2018, is listed under the ASEAN Cooperation on Civil Service Matters (ACCSM) Work Plan 2016-2020 which aims to strengthen the capacity and capability of ASEAN civil services to respond to emerging challenges and the needs of the people through innovative approaches and collaboration.

Participants of the workshop learnt the importance of utilising a competency framework to develop civil servants, particularly Administrative Officers who play an important role in developing and implementing public policy as well as promoting good governance in civil service. It is vital that such important positions be filled by highly competent officers to ensure civil service continues to evolve to meet the growing needs of the public.

The workshop was co-organised by Civil Service Institute and Management Services Department (MSD) who are the secretariat of ACCSM for Brunei Darussalam. The main facilitator who delivered the first two days of the program was Dr. Byeong-soo Yoon, a professor from the esteemed National Human Resources Development Institute (NHI), Republic of Korea. Dr. Yoon covered several modules including identifying competencies for administrators, and how to develop and implement a competency framework. The workshop also included briefings conducted by the Public Service Department and the Civil Service Commission.

Twenty-three (23) Middle Management Officers of which twelve (12) officials are from ASEAN Member Countries of Cambodia, Malaysia, Philippines, Singapore and Thailand (2 from each country) and thirteen (11) officials from Brunei Darussalam attended the workshop.

This program not only illustrates the recognition of the participants’ abilities, it is an affirmation of the importance Brunei Darussalam attaches to having a close working relationship within ASEAN. By learning together and learning from one another, the sense of identity as members of an ASEAN community will continue to grow.

5 SEPTEMBER 2018 – The Millennial generation (broadly defined as anyone born from 1980 to 2000) has already reached the working age. Latest statistics place Brunei Darussalam's population at 422,678 and growing at an average rate of 1.4% per annum. It has a population where 72% are in the 15-64 working age group, another 22% are below the age of 14 while only 6% are 65 and above (Source: Department of Economic Planning and Development, 2016)[1]. The millennial generation will soon find themselves quickly pushed into leadership positions over the next 10 years. Millennials have a different set of workplace expectations, behaviours and desires differing to those of the older generations.

In light of this, Civil Service Institute held the Millennial Seminar focused on the differences between Millennial, Gen X and Boomer employees in developing a robust leadership pipeline. It is to create a value proposition that appeals to multiple generations and learn about what makes the millennial generation tick and ways to effectively reach and to tap them into a new generation of innovative and vibrant talent.

This seminar aims to promoting millennials to adopt an open and versatile mindset that can engage and collaborate with differing generational mindsets as well as provide insight on challenges faced. Through the seminar, it is hoped to identify and build competencies that enable millennials to engage with a multigenerational organisation towards common goals.

Line of speakers invited during the two days seminar are experts from within and outside the country who are successful in their respective fields. On the first day, Pengiran Dr Haji Hishamuddin Pengiran DP Haji Badaruddin, Director of Deloitte Consulting SEA, Singapore delivered a talk on "Decoding Millennials", "The Millennials: The Today of Tomorrow" and "Stay Focus…and Get Things Done" delivered by Sairul Rhymin CA Mohamed, Founder and CEO of Rhymin and Partners Sdn Bhd, Brunei Darussalam. On the last day, two speakers invited were Mr. Vivek Iyyani, Director of YOU Training and Development, Singapore on "Engaging Millennials at the Workplace" and "Striking the Right Tone" by Dr Chris W. H. Woo, Director, Office of Promotion and Events Management, University Brunei Darussalam.

The seminar is attended by about 200 officers from the public sector and private sector consisting of millennial generation.

Civil Service Institute, Rimba (07 APRIL 2018) – A 5 day Training of Trainers (TOT) program was conducted by Civil Service Institute (CSI) for officers from the Royal Brunei Police Force beginning 2 April 2018. The objective of the program is to equip participants with the basic knowledge and learning tools such as analysing the audience's needs, preparing lesson plans, effective presentation skills and evaluating the effectiveness of learning. 21 Officers who are involved in delivering training at their own Sections and Units attended the ToT program. The program ended with the Certificate Presentation Ceremony this afternoon. The certificate was presented by Dayang Hajah Norezan Haji Hambali, Director of the Civil Service Institute, Prime Minister's Office.

2 November 2015 – Top Ten Business Thinkers in the World and the top-rated Executive Coach, Dr Marshall Goldsmith was the invited speaker at the Mahaguru Lecture Series event themed Global Leadership organised by the Civil Service Institute, Prime Minister’s Office.

The event which was held at the Cesar Grand Hall, Orchid Garden Hotel was attended by senior Government officials and top management personnel. Dr Goldsmith’s talk entitled, Developing Ourselves, Our People, and Our Engagement included the five new qualities of the global leader of the future, how to use a proven model that can be used to develop oneself as a leader, coach others and build partnerships; achieving personal goals and increasing employee engagement using the daily question process and how to use key concepts to become a more effective leader.

26 April 2016 – Institut Perkhidmatan Awam (IPA) telah mengadakan acara tahunan Institut berkenaan iaitu Majlis Pemberigaan Pembelajaran dan Pembangunan Kapasiti yang berlangsung pada 26 April 2016.

Majlis berkenaan adalah bagi memberigakan inisiatif dan peralihan strategi IPA disamping menghuraikan sebarang cabaran yang di hadapi dan mengongsikan perolehan cadangan strategi laluan ke depan dan seterusnya, menyediakan platform untuk mengukuhkan komitmen HRD Ambassador Kementerian dan Jabatan Kerajaan termasuk dari sektor swasta.

Majlis dimulakan dengan Sesi Perkongsian Maklumat dimulakan oleh Yang Mulia Hajah Norezan binti Haji Hambali, Pengarah Institut Perkhidmatan Awam (IPA). Pembentangan beliau meliputi                   inisiatif-inisiatif strategik yang dilaksanakan sepanjang tiga (3) tahun kebelakangan yang mana adalah berlandaskan kepada agenda transformasi korporat yang diterajui pada masa ini. Beliau juga menyentuh mengenai dengan perubahan trend yang mengambil tempat masakini iaitu "blended learning approach" yang memerlukan peralihan strategi dalam bidang Human Resource Development (HRD).

Sesi Perkongsian antara lain mengetengahkan maklumat mengenai Program Pembangunan Kapasiti yang disampaikan oleh Yang Mulia Awang Norazlee bin Haji Ramlee, Ketua Bahagian Latihan dan Perkembangan; yang mana beliau menerangkan program-program yang ditawarkan oleh IPA bagi      April 2016 – Mac 2017 termasuk tatacara permohonan, konsultansi dan khidmat in-house training. Sesi Perkongsian seterusnya berkenaan dengan Strategi Pemasaran Korporat yang disampaikan oleh Yang Mulia Dayang Hajah Masni bin Haji Mohsin, Ketua Bahagian Korporat Komunikasi menerangkan akan peranan Bahagian tersebut iaitu penyelarasan perkhidmatan dalaman dan luaran IPA dan juga, peluang-peluang kerjasama IPA dengan Institusi-Institusi luar negara. 

Sesi Perkongsian juga disertai dengan perkongsian hasil perolehan kajian HRD Taskforce daripada Yang Mulia Dayang Siti Rozidah binti Jalani, Ketua Bahagian Perancangan Strategi dan Perkembangan. Beliau mengongsikan Penilaian ke atas Tahap Amalan Pembangunan Sumber Manusia dalam Perkhidmatan Awam yang dijalankan oleh HRD Taskforce Jabatan Perdana Menteri pada tahun 2015 ke atas 62.7% dari Perkhidmatan Awam mendapati fungsi pengurusan HRD lebih fokus kepada tugas rutin, kurang dalam membuat penilaian dan penyediaan atau mengembangkan warga kerja.  Kajian tersebut juga dapat menyumbang ke arah usaha-usah mengukuhkan sebuah system pengurusan pembangunan sumber Manusia yang sedia ada kepada sebuah system yang lebih standard dan holistik, menambahbaik ke arah kecemerlangan Kementerian dan jabatan dalam melaksana kriteria-kriteria amalan baik Pembangunan HR dari sudut pengurusan dan untuk mewujudkan, membudaya dan melaksanakan mekanisma-mekanisma yang mendokong perkembangan Pegawai dan Kakitangan.

Antara isi kandungan sesi perkongsian maklumat turut menyentuh mengenai Gamification in Training dan Peranan Pegawai-Pegawai Latihan selaku "HRD Ambassadors" juga diberikan penekanan dimana bukan terhad kepada kerja-kerja rutin dan pentadbiran malahan meliputi peranan selaku 'Project Manager'; 'Learning Strategist'; 'Business Partner'; dan 'Professional Specialist'.

Pada sebelah petang, HR Ambassadors mengikuti World Café iaitu sesi percambahan fikiran bagi mendapatkan maklumbalas bertujuan untuk memantapkan Perkhidmatan Latihan IPA selaku HRD Agent. Pameran juga diadakan yang mempamerkan statistik kehadiran peserta latihan IPA, Asia HRD Award yang diterima oleh IPA di atas "Contribution to HR Community Award" pada 'The Asia HRD Congress 2015'. Majlis tersebut diakhiri dengan Penyampaian Direktori Latihan Institut Perkhidmatan Awam bagi April 2016 – Mac 2017 kepada wakil daripada Kementerian-Kementerian.

Majlis tersebut dihadiri oleh seramai 150 orang HRD Ambassadors dari Kementerian dan Jabatan Kerajaan termasuk pihak Swasta beserta dengan ketua-ketua HRD dan HRD System Developers. ​

​21 November 2015 - Twenty-five Human Resource Professionals from the Civil Service Institute (IPA) and Public Service Department (JPA) who had undergone the Australian Human Resource Institute (AHRI) Professional Certification Programme received their certificates during a ceremony at The Rizqun International Hotel in Gadong on 21st November 2015.

The certificates were presented by the guest of honour, Awang Yahya bin Haji Idris, Permanent Secretary (Corporate Affairs and Public Administration) at the Prime Minister's Office.

The programme, which was conducted by Dr Kim Schofield, a member of AHRI, was made possible through a collaboration between the IPA and an award-winning human capital development solution provider, K-Pintar Sdn Bhd (K-Pintar), Malaysia.

According to the Director of the IPA, Hajah Norezan binti Haji Hambali, the certification programme was intended at enhancing the competency of participants from both agencies in human resource functions to better support organisation leaders in managing their people.

It was organised through a collaboration between Civil Service Institute and an award-winning human capital development solution provider, K-Pintar Sdn Bhd (K-Pintar), Malaysia.

​Dewan Teater, Jabatan Perdana Menteri (10 November 2016) – Konvensyen Kumpulan Kerja Cemerlang (KKC) Peringkat Kebangsaan Kali Ke-19 Tahun 2016, anjuran Institut Perkhidmatan Awam (IPA) telah ditutup petang tadi dengan Majlis Penyampaian Hadiah dan Anugerah-anugerah kepada kumpulan kerja cemerlang yang menyertai pada tahun ini. Tetamu Kehormat di Majlis tersebut ialah Yang Mulia Dato Paduka Awang Haji Mohamad Roselan bin Haji Mohamad Daud, Timbalan Menteri di Jabatan Perdana Menteri. 

Konvensyen KKC Peringkat Kebangsaan Kali Ke-19 pada tahun ini berlangsung selama satu (1) hari dimana sebanyak 9 kumpulan dari 5 Jabatan yang mewakili 4 buah Kementerian Kerajaan telah membentangkan projek-projek mereka yang menjurus kepada pembaikan proses kerja dan meningkatkan produktiviti dan kualiti. Sebanyak enam (6) buah kumpulan telah membuat persembahan projek KKC pada sesi pagi manakala tiga (3) kumpulan pada sesi petang. Pemarkahan projek KKC dinilai melalui laporan projek KKC, pembentangan semasa Sesi Tertutup, tinjauan dan persembahan semasa Sesi Terbuka. Sesi Terbuka berkenaan telah menampilkan persembahan kumpulan-kumpulan yang diwarnai dengan pelbagai kaedah penyampaian projek termasuk tayangan video, drama dan ilustrasi projek. 

Majlis Penutup Konvensyen dimulakan dengan tayangan klip video KKC 2016 dan diikuti dengan penyampaian ulasan penilaian oleh Ketua Panel Penilai, Awang Haji Abd Aziz bin Dato Paduka Haji Abdullah. Majlis diteruskan dengan Pengerusi Majlis, Dayang Hajah Norezan binti Haji Hambali, Pengarah Institut Perkhidmatan Awam, menjemput Tetamu Kehormat Majlis untuk menyempurnakan acara penyampaian hadiah dan anugerah bagi kumpulan-kumpulan yang menyertai Konvensyen KKC Peringkat Kebangsaan.

​The Program which ran for 4 days discusses the concept of KKC and provide tutorials, guide and activities to help participant in setting up their KKC projects. 

The Program which was delivered by Institut Perkhidmatan Awam Trainner's was held at the Prime Minister's Office which oversees 11 groups from various departments under PMO.

The event ended on the 13th April 2016 with a certificate presentation by Yang berhormat, Mohammad Riza bin Dato Paduka Hj Mohammed Yunos,  Acting Permanent Secretary of the Prime Minister's Office.

​30th November 2015 - In efforts to foster a lifelong learning culture and add value into a learning organisation, the Civil Service Institute (IPA) in collaboration with SMR Group Malaysia, hosted the one-day Learning Extravaganza World Tour 2014-2018 held at the Pencapaian Hall, IPA in Rimba.

The morning session saw keynote speakers A Subra, Director of Global Business Development, SMR Group Malaysia, whose speech was titled 'Connecting Competency and Talent Development: Experience From The Field; and Dr Hajah Mona Yati DSLJ Mohammad Kassim, CEO of MUBN Learning and Growth Company, who discussed 'Shift In Mindset: The Importance of Learning and Growth.

The afternoon session saw Haji Awang Mohammad Hanafi bin Haji Abdul Rahman, Senior Manager of Group Human Resources in DST, who spoke on the topic of 'SME: Succession Planning and Career Development'; and Mohammad Norazlin bin Dato Paduka Haji Kassim, Senior Training Officer from the Civil Service Institute, on 'Gamification In Training'.

A panel session on the topic 'Future Learning Trend' moderated by Mohammad Norazlin concluded yesterday's keynote sessions.

The Learning Extravaganza World Tour is a programme established in 2014, covering 23 cities in 16 countries worldwide, and in 2015 the IPA is the hosting agency for Brunei Darussalam.

The main objective of the learning programme is to suggest learning organisation concepts and strengthen a lifelong learning culture, whilst serving as a platform for trainers to meet other professionals in similar fields and to expand their network.

The event saw the participation of 100 oficers from several departments, ministries and private companies.

The programme ended with a group photo session.

​Dubai, 8th June 2015 - The Civil Service Institute (CSI) have carved a historical milestone when it is conferred the "Contribution to HR Community Award" of the Asia HRD Awards 2015, after successfully being selected by the independent Awards Committee.

The "Contribution to the HR Community Award" is an award for those who have contributed high-value ideas that have been adopted by HR practitioners as testimony of their recognition. It is also adopted by organizations due to their effectiveness and adopted as a HRD best practice for global impact.

Receiving the Award on behalf of the Civil Service Institute was Hajah Norezan binti Haji Hambali, Director of CSI. The Award was presented in person by His Excellency Engineer Fahmi bin Ali Al-Jowder, Former Minister of Works, Minister in-charge of Electricity & Water Authority, Kingdom of Bahrain at the Awards Gala Dinner held at Grand Hyatt Hotel, Dubai, UAE on 8th June 2015.

The Award was given in recognition of CSI's initiatives in implementing its corporate transformation agenda, which involves undertaking a holistic transformation journey through restrategising and repackaging its learning and development programs, to make them more interactive, thematic and targeted. Aimed to cut across all levels of the community, CSI has repositioned its markets by opening its door to those beyond the public sector. 

Hybrid learning and development programs are put in place to support His Majesty's vision of a more dynamic civil service that thrives on positive mindsets while maintaining and adopting Islamic Management principles in their daily routine.  The values envisioned by His Majesty are all attractively packaged and delivered in an innovative manner in order to remain relevant and sought-after by the stakeholders in this ever-changing global learning and development market. 

According to the Director, this achievement owed very much to the ideas of the vibrant, highly spirited and energetic members of the Professional staff of CSI who have successfully developed beyond-classroom learning and development programs that attracted participants from various levels and disciplines. In addition, the Director also stressed that insightful guidance and support from the Prime Minister's Office have also contributed to CSI's accomplishment. "In the years ahead, CSI will continue to develop competent human capital that are equipped and determined to face the challenges of the future head-on and bring Brunei to the fore-front in line with Brunei's Vision 2035", she emphasised.

The event attended by 200 HR practitioners representing 60 organisations from 20 countries from Asia, was held in conjunction with the Asia HRD Congress 2015.
